Abstract:This report presents the development and application of a scheme, in the form of a computer program, for prioritizing and scheduling a set of rigid pavements for rehabilitation within a specified time frame and budget constraints. The program is intended to provide the Texas State Department of Highways and Public Transportation with guidelines for generating decision elements for the management of road maintenance funds. The prioritization and scheduling scheme is based on observed distress quantities; it makes use of distress indices and distress prediction equations, for which a detailed description is given. The immediate application of the computer program is to generate lists of candidate pavements for rehabilitation. However, the use of the program is extended to analyze the effect of several different budget policies on the condition of the pavement network. Although availability of funds and managerial preferences play an important role in the budget selection procedure, the program can be used as an aid in the selection of a budget policy.
