Abstract:This Final Report documents the methodology used by the South Dakota Department of Transportation (SDDOT) to develop a Baseline Statewide Traffic Incident Management Plan (Statewide TIM Plan) through a stakeholder involvement process. Use of a consensus development process to develop the Statewide TIM Plan was seen as an important opportunity to build a lasting foundation for stronger multi-disciplinary, multi-agency, multi-jurisdictional operational partnerships, which are the key to improved coordination of traffic incident response. The methodology included outreach to the key stakeholder groups that need to be included in TIM partnerships: emergency communications (9-1-1 dispatch); emergency medical services (EMS); fire and rescue; law enforcement; transportation agencies; and towing and recovery services. The Final Report includes a Problem Description; Objectives; Task Description; Findings and Conclusions; and Implementation Recommendations.
