Abstract:Part-time shoulder use (PTSU) has recently become an accepted active transportation and demand management strategy for periods of capacity-related congestion. When FHWA published Use of Freeway Shoulders for Travel—Guide for Planning, Evaluating, and Designing Part-Time Shoulder Use as a Traffic Management Strategy in 2016, there was a void in information on the planning, design, and operations of PTSU. This project looks at recent facility developments to see if the information in Use of Freeway Shoulders is sufficient or if there are gaps in the information that need to be addressed. This report describes a synthesis review of recently deployed PTSU projects to see what, if any, factors were not sufficiently addressed in Use of Freeway Shoulders and presents findings from interviews with agencies that recently implemented PTSU.
