Abstract:This report is in response to the North Dakota Legislature’s request for a study of the transportation infrastructure needs of all county and township roads in the state. In this report, infrastructure needs are estimated using the most current production forecasts, traffic estimates, and roadway inventory and condition data available. Agricultural and oil-related traffic are modeled in detail at the sub-county level. Oil-related traffic is predicted for individual spacing units, whereas agricultural production is estimated at the township level. Condition information was collected in conjunction with the North Dakota Department of Transportation (NDDOT) using its Pathways van, which utilizes instrumentation and software to provide objective assessments. Falling weight deflectometer and ground penetrating radar analyses were conducted to develop a clear picture of the existing pavement and subgrade structure. In addition, more than 1,000 traffic counts were collected on the county and township road system to develop the data needed to calibrate a statewide travel demand model, which was used to forecast future traffic levels. And new for this study was the development of GRIT (Geographic Roadway Inventory Tool) which was used to gather and verify county roadway inventory information. The material presented in this report is organized under the following headings: Key economic and industry trends that affect the demand for traffic on local roads; Key assumptions and methods related to agricultural and energy production and traffic forecasts; The Geographic Information System and road network model used in this study; The statewide traffic data collection and analysis plan; The traffic prediction model used to forecast truck trips on individual road segments; Methods of analyzing unpaved roads and forecasts of unpaved road funding needs; Methods of analyzing paved roads and forecasts of paved road funding needs; and Methods of analyzing bridges and forecasts of bridge investment needs.
