Abstract:

This Programmatic Mitigation Planning Guidebook (guidebook) serves as a resource for transportation and environmental practitioners at State Departments of Transportation (DOTs), Metropolitan Planning Organizations (MPOs), and other transportation entities to assist in the development and implementation of programmatic mitigation plans (PMPs) for impacts of future transportation projects to environmental, cultural, or historic resources. The guidebook identifies the steps agencies should consider, in coordination with the appropriate resource and regulatory agencies, to develop and implement a PMP. Additionally, it provides connections to the statutory and regulatory requirements as well as Administration priorities, details the economic and environmental benefits of using PMPs, and shares best practices and additional resources for developing and implementing such plans. Each section contains examples illustrating the development of PMPs in practice.
