Abstract:

This report provides an overview of issues and topics to consider when transitioning from a current traffic management system (TMS) to a new version, replacing a current TMS with a new one, replacing a subsystem of a TMS, or adding new subsystems or capabilities to an existing TMS. The report outlines the types of technical and nontechnical considerations for executing a transition, including software, computing hardware, business processes, information technology, and staffing. The practices and methods captured in this report may assist agencies when they plan, design, procure, develop, implement, test, operate, and evaluate improvements to legacy TMSs or in the planning or preparation for the next generation of their TMSs. This report may be of interest to representatives from state departments of transportation, local agencies, metropolitan planning organizations, regional authorities, toll authorities, and other groups who may be engaged in transitioning from a current TMS to a new version, replacing a subsystem of a TMS, or adding new subsystems or capabilities to an existing TMS.
