Abstract:This project is a follow-up to the I STEA Section 6015 study the FHW A completed in 1994. In fact, that study stimulated the organization of the Eastern Border Transportation Coalition (EBTC). During the Roundtables FHWA conducted for the Section 6015 Study, it became clear to the transportation agencies of Maine, Massachusetts, Michigan, New Brunswick, New York, Ontario, Quebec and Vermont and the Detroit and Buffalo Metropolitan Planning Organizations that a binational coalition was needed to focus on issues affecting the movement of people and goods across the eastern part of the US Canada border. We organized the EBTC in 1993, and the provinces of Newfoundland, Labrador, Prince Edward Island, and the Atlantic Provinces Transportation Commission joined the coalition recently. Our purpose has been to identify and understand the border-related needs, problems and opportunities facing all of us so we can develop solutions and seek their implementation.
