Abstract:This Transportation Study Report reviewed the surrounding transportation network at the Felsenthal and Overflow National Wildlife Refuges and provides short-, medium-, and long-range recommendations for the improvements to the existing transportation system. The study included development of a public involvement plan, inventory of existing conditions at the Refuge, and preliminary candidate alternatives identifying the responsible stakeholder partners. The preliminary candidate alternatives were then divided into potential improvements requiring construction and additional recommendations not requiring construction for initial screening. The construction alternatives were then evaluated in further detail to determine the preferred alternatives and developed into a short-, medium-, and long-range implementation plan. The implementation plan presented herein includes a summary of the environmental, social, and financial impacts of the conceptual roadway alternatives.
