In 1991 the Federal Highway Administration of the U.S. Department of Transportation, in conjunction with the U.S. Department of Labor's Women's Bureau and Employment and Training Administration, developed a training and reference manual which State Highway Agencies could use to assist highway construction contractors in meeting their responsibilities for the employment of women. The resulting manual represents a multiagency response to the problems of recruiting, hiring, training, and retaining women in the highway construction crafts. This manual is a resource document which contains a compendium of strategies that have proven successful for others.
