Abstract:In June 2021, the New York City Department of Transportation (NYC DOT), in partnership with Con Edison, launched the city’s first curbside electric vehicle (EV) charging pilot program. The pilot includes 100 on-street Level 2 chargers distributed across 35 locations in the five boroughs. Up to 20 additional chargers have been or are in the process of being installed for a separate, but related, pilot that serves the City’s municipal fleet. The focus of this report is the public curbside chargers. The goals of the public curbside Level 2 charging pilot are to: (1) understand the usage patterns of curbside Level 2 chargers in a range of different neighborhood contexts, varying by average income and EV adoption rate, and street types; (2) test the operational feasibility of curbside Level 2 chargers on the streets of New York City, including the frequency of blocked spaces, vandalism issues, and system up-time performance; (3) understand how the presence of EV chargers might impact car owner attitudes towards EVs; and, (4) inform how the City could deploy additional curbside Level 2 chargers. This progress report describes the implementation process and preliminary findings from the first 18 months of the curbside charging pilot, which is one element of the city’s comprehensive EV strategy.
