Abstract:

In accordance with the Foundations for Evidence-Based Policymaking Act of 2018, Public Law No. 115-435 (Evidence Act), the United States Department of Transportation (DOT or the Department) is pleased to present the Capacity Assessment. The following report assesses DOT’s research, statistics, and evaluation capabilities based on a number of criteria defined in Office of Management and Budget (OMB) Memorandum M-19-23.
