Abstract:The Hartford Line, a heavy rail commuter line connecting New Haven, Hartford, CT, and Springfield, MA, with stations built and/or planned for in eleven Connecticut municipalities, received final funding approval in 2012 and opened for service in June 2018. This new commuter service may be encouraging additional transit-oriented development (TOD) along the existing Springfield-Hartford-New Haven rail corridor, including retail stores, restaurants, office space and housing. These potential impacts along the Hartford Line are expected to affect property values. However, a priori, the magnitude of the impact is unknown. The overall aim of this study is to measure the impact of the Hartford Line on real estate and urban economic development in these eleven municipalities. This project (Phase 1) collects data for both Period 1 and Period 2. Period 1 covers pre-2012 (baseline conditions): The time period before the formation of the State of CT’s Interagency Workgroup on Transit Oriented Development (TOD). Period 2 covers 2012 – 2018: The period between the formation of the Interagency Workgroup on TOD (2012) and the opening of the CTrail Hartford Line in 2018. A later project (Phase 2) will collect data for Period 3 (Post-2018: The period following the opening of the CTrail Hartford Line in 2018). This later Phase 2 project will occur approximately 5 years after the opening of service to allow a sufficient amount time for development and real estate markets to adjust and respond to the presence of the new rail service. The objective of this first phase of this project – the focus of this report – involves collecting the data for periods 1 and 2 that will be used in the statistical analysis of Phase 2 (which will include data from periods 1, 2, and 3).
