Abstract:Trajectory Based Operations (TBO) will support more efficient and user-preferred routes, requiring more complex communications between aircraft and the ground than today’s operations. An understanding of the parameters of clearance negotiation, in current operations, will help to prevent these issues from occurring in near-term TBO and shape the development of procedures and best practices for future clearance negotiations. This research examined factors associated with clearance complexity and issues in clearance negotiation, with a focus on Controller Pilot Data Link Communications (CPDLC). To understand clearance complexity, this research reviewed relevant simulation literature, studies of flightcrew errors in entering and executing CPDLC clearances, pilot deviations documented in FAA Mandatory Occurrence Reports, reports submitted to the Aviation Safety Reporting System, and guidance for flightcrews on clearance negotiation. The results of this research will inform the refinement of guidance for pilots and controllers on clearance negotiation. The results also point to the need for continued human factors support for the development of clearance negotiation messages and procedures.
