Abstract:Public-Private Partnerships (P3s) are long-term contractual agreements between a public agency and a private entity to design, build, finance, operate and maintain (DBFOM) an infrastructure project. A P3 involves the private sector taking on additional project risks. Generally, the cost of a P3 for transportation projects ranges from a few hundred million dollars to more than a billion dollars.
