Quantifying research benefits and evaluating economic effectiveness of research projects are becoming increasingly important to agencies. The six States comprising the New England Transportation Consortium (NETC) were interested in developing a consistent way to evaluate and quantify the monetary benefits from research projects. This report documents the development of a research benefit quantitation tool for the NETC. The results are a five-step process of research benefit quantitation and a companion Excel-based tool for performing the calculation. The tool will help the NETC in evaluating and financially justifying its research projects.
