Abstract:The team at BTU Engineering performed an evaluation of the SDDOT’s existing energy use, energy management policies and structures. The evaluations were then integrated into various energy management methods in order to identify recommendations to be considered for a Comprehensive Energy Management Program and Plan (CEMP) for the SDDOT. The proposed SDDOT CEMP consists of two main segments, an Energy Management (EM) Program and a Master Energy Management (MEM) Plan. The proposed EM Program provides the energy management infrastructure for SDDOT. The first step for a successful Energy Management Program consists of the SDDOT making a commitment to the EM Program. This will require involvement from senior management and centers on establishing legitimacy to the EM Program efforts. This is done through the formal creation of the SDDOT’s Energy Management Team and appointment of an Energy Manager to direct the efforts of the Energy Management Team. The Energy Management Team is charged with developing the SDDOT’s formal energy goals, policies, and budget in order to complete the EM Program. The proposed MEM Plan provides the energy management actions which will accomplish the EM Program goals and is reviewed annually by the Energy Team. The proposed MEM Plan includes recommended actions for different intensities of energy management broken into three distinct phases. These phases range from an initial intensity with easy-to-implement methods, through a moderate phase with a higher intensity of energy management, and finally to an advanced phase incorporating progressive energy management philosophies. The phased approach is recommended to allow the SDDOT CEMP to build on successful applications and grow into a program as the Energy Management Team becomes more experienced.
