    The Federal Transit Administration (FTA) prepared this report in accordance with the Fiscal Year (FY) 2021 Joint Explanatory Statement for the Consolidated Appropriations Act, 2021 (PL 116-260): “The agreement requires the FTA to complete an analysis of the challenges faced by and the accessibility of public transit for pregnant women within 1 year of enactment of this Act and to post the analysis on the FTA's website.” See Congressional Record (December 21, 2020) at H8821. This report was prepared using existing publicly available research, most of which focused on the experience of women with public transit overall. A targeted research initiative on the specific challenges of public transit use by pregnant women is recommended. The major findings of this analysis suggest that there is a range of substantial barriers and challenges for pregnant women generally and that these obstacles are further exacerbated when the pregnant riders are also caregivers, Black, Indigenous, People of Color (BIPOC), and/or lower-income women. Specific challenges identified in research are that public transit systems and schedules may not be designed to support the needs of pregnant women riders, passenger compliance with “courtesy” rules to accommodate pregnant women is weak and inadequate, accessibility barriers can hinder easy and safe use of public transit for pregnant women, and personal safety and security, including cleanliness of the system, are concerns for women riders.
