  • Abstract:
    In this report, the Board provides an assessment of the ability of pipeline companies to access capital

    on reasonable terms and conditions. The Board does not, however, provide an assessment of the

    efficiency and effectiveness of its regulatory processes. The Board reports on a number of regulatory

    efficiency measures in its Annual Report to Parliament and in the annual Departmental Performance

    Report that are submitted to the Treasury Board, both of which are public documents. This report,

    in the discussion of the Pipeline Services Survey (see Section 2.3.1), does provide information on

    shippers' perceptions of the Board's regulatory process. The Board recognizes that there is the

    potential to improve the means by which regulatory effectiveness and efficiency is measured and will

    be consulting with stakeholders on this topic.
