Abstract:In the Oceans Act of 2000, Congress established the U.S. Commission on Ocean Policy (Commission). The Commission began work in September 2001, and pursuant to its legislative mandate, completed a thorough and expansive report, “An Ocean Blueprint for the 21st Century,” on September 20, 2004. In December 2004, the President issued the US Ocean Action Plan to respond to the recommendations. In the Chapter “Supporting Marine Transportation,” the Interagency Committee on the Marine Transportation System was elevated to a Cabinet-level committee, chaired by the Secretary of Transportation.”
