Abstract:It has been suggested that the use of safety belts on large school buses might have a "carryover effect", increasing students use of belts in automobiles. An exploratory study was conducted in 9 school districts that initiated their own bus belt programs. Informal discussions were held with non-statistically sampled groups of students, parents, school officials, transportation coordinators, drivers, bus contractors, and other individuals. The evidence of "carryover effects" was inconclusive. Study results relating to percentage of student users, and factors that play a dominant role in student car belt use are discussed. Interviewed officials have suggested that school bus safety belt programs, if required by law, may not achieve the intent of the legislation.
