Abstract:This project aims to address the need for riders who use demand-responsive services, rural riders, and riders with disabilities to have equal access to the real-time trip planning technologies already available for fixed-route transit, as well as Transportation Network Companies. Fixed- route transit rider information has developed quickly in the last 15 years, but is generally limited to smartphone users in urbanized areas. General Transit Feed Specification (GTFS) data, the most common transit schedule exchange data format, does not require the inclusion of accessibility information that ensures riders with vision, mobility, hearing, and cognitive disabilities can access the transit service information. The Institutional, Partnership, and Financial Plan documents all stakeholder or partnership agreements on concept, objectives, institutional and financial arrangements necessary for project deployment. Section 1 provides an overview of the ITS4US Deployment Project as a whole. Section 2 describes the project partnerships and partnership activities. Section 3 details all agreements and contracts with the US Department of Transportation (USDOT) as well as local, institutional, and business partnerships. Section 4 describes anticipated risks and mitigation strategies. Section 5 describes how management and governance structures are expected to change post-deployment. Finally, Section 6 details all ADA transition plans expected to occur over Phases 2 and 3 of the project. The Complete Trip - ITS4US Deployment Program is a $40 million multimodal effort, led by the ITS JPO and supported by OST, FHWA, and FTA to identify ways to provide more efficient, affordable, and accessible transportation options for underserved communities that often face greater challenges in accessing essential services. The program aims to solve mobility challenges for all travelers with a specific focus on underserved communities, including people with disabilities, older adults, low-income individuals, rural residents, veterans, and limited English proficiency travelers.
