Abstract:The purpose of the study is to document lessons learned from Mexico’s experience with its third-party entry-level driver training (ELDT) program. Study results include a description of the ELDT system in Mexico and an analysis highlighting the Mexican experience and its impacts on the Mexican motor carrier industry. Mexico accredits and monitors third parties that conduct Licencia Federal de Conductor (LFC) knowledge/skills training and testing. There is a national standardized minimum curriculum required for each LFC class. For every LFC issued, there is universal and systematic linkage of the following details: driver awarded the LFC; class curriculum certificate; the third party conducting the training and awarding the certificate; and information related to the LFC itself.
