Abstract:This study, Assessment of Community Planning for Mass Transit, focuses on the planning of transit systems rather than broader transportation programs. The study reviewed transit planning and decision-making in nine metropolitan areas that have, or have been considering, rapid transit systems. The areas were selected to represent the full range of issues that arise at different stages in the overall process of planning and developing a transit system. Yet because transit planning is closely related to other regional planning functions, particularly highway and land use planning, the study takes account of these interrelationships. The objective of this assessment has been to obtain a better understanding of the impact of different financing mechanisms, institutional arrangements, and technical planning procedures. The ultimate purpose of the work has been to cast light on prospective changes in national transit policy programs and administration that might improve, in different ways and to different extents, the way communities plan mass transit systems. The study has been issued in twelve volumes. This is volume eleven, the technical record.
