Abstract:Ruralizing the concepts of risk management is at the heart of this study. The report is an original exercise, which translates the philosophy and practice of risk management from the technical and legalistic worlds of the professional risk manager and the lawyers to the operational and applied world of the professional manager. The report details a method for incorporating a structured risk management program and process into the small transit operating environment. It provides an orientation to the risk management process, a detailed examination of the most common forms of commercial insurance policies utilized by small transit systems and a self-administered risk identification and evaluation questionnaire. The questionnaire is designed for use by managers of small transit systems. In addition to its primary purpose of identifying and evaluating risks faced by the transit system, it will also yield information of value when preparing insurance coverage bids. The report is based on field experience and contains examples and suggestions for reducing and managing risks in the small transit environment. The examples as well as the questionnaire cover a variety of operational environments.
