Abstract:Alabama has the fourth highest injury and fatality rate from vehicle crashes among all states. Prior research has indicated that diminished capabilities (e.g., visual, cognitive, and/or physical impairments) elevate crash risk, increasing the rates of serious injury and death from involvement in motor vehicle collisions. Alabama has no mandatory re-screening policy to identify drivers with diminished capabilities after a license is issued. In addition, there is no statewide effort to educate transportation and safety professionals in Alabama about how to identify high-risk drivers or the procedures for referral once they are identified. The purpose of this project was to examine the current system for dealing with drivers with diminished capabilities in Alabama, to determine how these guidelines are implemented and enforced by the Alabama Department of Public Safety (DPS) and law enforcement agencies, and to identify specific ways that the current system could be optimized in order to reduce Alabama's high injury and fatality rate.
