Abstract:This project aims to address the need for riders who use demand-responsive services, rural riders, and riders with disabilities to have equal access to the real-time trip planning technologies already available for fixed-route transit, as well as Transportation Network Companies. Fixed-route transit rider information has developed quickly in the last 15 years, but is generally limited to smartphone users in urbanized areas. General Transit Feed Specification (GTFS) data, the most common transit schedule exchange data format, does not require the inclusion of accessibility information that ensures riders with vision, mobility, hearing, and cognitive disabilities can access the transit service information. This project will require that transit agencies publish data that are up to industry standards and include information that is important to riders with disabilities. This will increase access to transit for these riders by ensuring the information they need is widely available and accurate. The purpose of this document is to present and describe the proposed performance measurements (PMs) for evaluating the success of this project. This document provides an overview of the PMs, a description of anticipated confounding factors, examples for how the PMs are expected to apply to various use case scenarios, and an overview of how data will be collected and reported throughout the project.
