This report summarizes tasks performed toward the development of a Concept of Operations (ConOps) for a mobile/smartphone application designed to assist pedestrians with disabilities when crossing the street at signalized intersections. This app, if developed and rolled out, will interact directly with the traffic signal system controlling the intersection to communicate both crossing intent (eliminating the need to seek out and push a pedestrian call button) and personalized crossing constraints (ensuring sufficient time is allocated for the pedestrian to cross). This report also discussed the phased approach in the development and release of the app. Along with the features to be included in the initial release of the app, the ConOps also documented what possible future versions of the app will incorporate to improve crossing efficiency and general mobility.
