Abstract:

This report documents the methodology used to develop the Houston-Galveston Nonattainment Counties gridded mobile source emissions inventories for FY2007. Included in the report are an overview of the emissions estimation methodology and the 24-hour traffic assignments use in the analyses; the methods used to estimate the seasonally adjusted time-of-day vehicle miles of travel and associated operating speeds; and the estimation of the emissions rates using the EPA's MOBILE5a Hybrid program.
