Abstract:

The Federal Highway Administration (FHWA) is required to report biennially to Congress on conditions and performance of the Nation's highways. Also required are investment levels required to accomplish alternative system performance objectives. The Highway Economic Requirements System (HERS) computer model provides analytical support to this process, and is continuously being enhanced to recognize both functional relationships and policy variables. This report provides an overview of HERS covering the following: HERS logical structure; input data and parameters; design of improvement alternatives; estimation of impacts; project evaluation; and forecasts, induced demand, and elasticity.
