As local governments realize the tangible and practical benefits of operations and management (O&M), elected officials will have a greater propensity toward supporting and seeking additional resources for O&M. With benefits such as equitable funding among cities and counties, the building of TMCs, and 'invisible' technical improvements such as signal synchronization, O&M can increase in value, attracting ongoing financial support and providing the intelligence in the intelligent transportation system
