Abstract:The issue of duty time for drivers of commercial motor vehicles (CMVs) -- trucks over 4,536 kg {10,000 lb) gross vehicle weight rating, passenger vehicles designed to transport more than 15 people including the driver, and vehicles of any size carrying hazardous materials in quantities requiring a placard under the U.S. Department of Transportation regulations -- has been an important part of the national safety debate since the late 1930s. This report provides some of the extensive body of scientific research concerning hours of service, operator performance, and highway safety outcomes to those who have an interest or a stake in the Office of Motor Carrier Safety (OMCS's) development of new hours-of-service regulations. It consists of a synopsis of over 100 research studies and other documents that the OMCS obtained from researchers in the United States and overseas, including many that were provided by commenters to DepartĀ mental Docket OMCS-97-2350 and by members of a Scientific Expert Panel that provided consulting services to the Department during the summer of 1998. The abstracted research studies cover the following topics: contribution of operator fatigue to crashes; effects of sleep deprivation and countermeasures (naps) on alertness and performance; hours-of- service regulations (general considerations, driver working conditions, operational issues, regulatory compliance, schedules and shifts) and pilot tests and future opportunities (operational and performance models and technological approaches to driver alertness management). All of the studies included in this review include synopses. Some were written by the authors of the studies and others by the reviewer. Many of the studies' synopses are followed by a short reviewer's commentary.
