Abstract:This report addresses the effects, in downtown Portland, of the Portland Transit Mall on traffic circulation, transit efficiency and use, pedestrian circulation, parking and local access and other traffic-related matters. It was determined that the most appropriate analysis of these effects would involve a comparison of 1980 modeled (or simulated) traffic conditions with the Mall, against 1980 modeled (or simulated) traffic conditions had the Mall never been built. This report was able to use a traffic model previously developed to assess the potential downtown traffic impacts of various options for transit improvements between downtown and areas west of the City. Traffic models are a technique for simulating traffic conditions for any given year. The models consist of a set of mathematical procedures which are outlined in the following section entitled APPROACH. It is important to understand this process in order to understand how conclusions in this report were reached.
