Abstract:In April 2004, the U.S. Environmental Protection Agency (EPA) released a new regulatory (computer) model for estimating emissions from on-road motor vehicles called the Motor Vehicle Emission Simulator (MOVES). Since the EPA must periodically update their regulatory models, as stipulated by the Clean Air Act, it was in-line to replace the Mobile Source Emission Factor Model (MOBILE). The EPA strongly recommends states use the latest version of MOVES that is available instead of relying on previous versions of the model. The EPA also recommends that states derive input data for the model from local sources rather than relying on default data which is included with the model. At the moment, adequate data in the appropriate format to run MOVES are not available for many states in the country including Tennessee. The purpose of this project was to develop several of these input datasets for the state.
