Abstract:

This paper discusses the Civil Reserve Air Fleet, which provides airlift services to the military in peace time, and over 50% of airlift services in war time. It mentions changes that are taking place in transportation, which will limit the Department of Defense's ability to activate the Civil Reserve Air Fleet, and discusses the reasons why the Civil Reserve Air Fleet will be more needed in the future.
