Abstract:The Texas Department of Transportation implemented utility conflict management statewide to identify and resolve potential utility obstacles much earlier in a project’s life cycle. The method equips the project team with data models, templates, and other tools for documenting all utilities sharing the right of way of an infrastructure construction project. Before construction begins, the project team also coordinates with the utility on plans for how to Avoid, Minimize, or Accommodate (AMA) the conflict during design.
