  The process of integrating bicycle and pedestrian considerations into State and local transportation planning, design, and operations has become known as "institutionalization." Many of the essential elements of institutionalization have been explored in great detail by the other case study commissioned as part of the National Bicycling and Walking Study. The study itself is an example of how institutionalization is taking place at the Federal Government level.
