This manual provides instructions on procedures for Federal Highway Administration (FHWA), State, and local highway agency personnel involved in disaster assistance to Federal-aid highways. The manual is a guide for evaluating damage and preparing the necessary documents to support the use of Emergency Relief (ER) funds for repair of highway facilities severely damage by a major catastrophe or natural disaster. This manual considers, but does not duplicate, instructions of the Federal Emergency Management Agency (FEMA) for damage to roads off the Federal-aid highways and directions in the Emergency Relief Manual for Federal Roads which covers federally owned roads.
