Abstract:The north American Free Trade Agreement in predicated on establishing an economic partnership within which trade can flourish, both between the member countries and from the partnership to the global marketplace. The full economic benefits of this partnership will only be realized if efficient transportation systems exist to support mobility, manufacturing and distribution processes throughout North America. Over the past twenty-five years highway transportation has emerged as the dominant mode for freight and passenger transportation in North America. While there is growing acceptance of the principle that a truly efficient transportation system must exploit the strengths of all available modes, it has long been recognized by governments at all levels that safe, efficient highway transportation systems are critical to local, regional, state and national economies. With such broadly dispersed jurisdiction, a wide range of policies and a complex web of regulations affecting highway freight transportation have developed within North America.
