The Federal Lands Transportation Program (FLTP) was established under the Moving Ahead for Progress in the 21st Century Act (MAP-21) and continued under the Fixing America’s Surface Transportation Act (FAST), (23 USC § 203) to improve transportation facilities for the following Federal Land Management Agency (FLMA) partners: National Park Service (NPS) Fish and Wildlife Service (FWS), USDA Forest Service (USFS), Bureau of Land Management (BLM), US Army Corps of Engineers (USACE), Bureau of Reclamation (BOR), and Independent Federal Agencies with natural resource and land management responsibilities (IFAs).
