The purpose of this study is to examine the economics of double-stack trains and the institutional aspects ofcontainer-on-flat-car train service. The study focused on service originating in Seattle/Tacoma, Washington, an area chosen because it is a port of entry for a large amount of containerized cargoes destined for midwest points.
