Abstract:This Priorities in Roadway Safety Data Guide is the capstone of more than five years of related projects aimed at helping State, Tribal, and local agencies develop more complete data to support advanced safety analysis and decision-making. The Guide follows, and promotes, the data-driven approach to safety decision making. It introduces users to the data needs to support Federal programs like the Highway Safety Improvement Program and addresses the importance of data quality to support performance measurement, Strategic Highway Safety Plans, and other important planning efforts. The Guide provides information on data elements and requirements, a detailed overview of analysis methods and their data requirements, guidance on prioritizing data elements, and methods for planning, coordinating, and managing major data collection efforts. The Guide promotes an all-public-roads approach to safety that addresses the need for local data and emphasizes the importance of partnerships among agencies to achieve the desired data goals. The Guide also provides safety engineers and analysts with information about data needs in planning, programming, and developing projects under all highway programs.
