Abstract:The Mobility on Demand (MOD) Fair Value Commuting (FVC) project provides recommendations and lessons learned to help agencies, organizations, and policymakers reduce single-occupancy vehicle (SOV) commuting behavior and engage with stakeholders on systemic obstacles related to transportation choices. FVC can be used by any stakeholder wanting to understand barriers to and implement leverage points for SOV behavior change. In 2016, as part of the Federal Transit Administration (FTA) MOD Sandbox program, the City of Palo Alto received a Federal grant for a research and demonstration project to reduce SOV through the implementation of five components—Enterprise Commute Trip Reduction (ECTR), Commuter Wallet, Feebate/Cashout, Gap Filling, and Systemic Obstacles. This report presents the findings of the FVC demonstration project for these five components.
