Abstract:In response to a Congressional directive, the FHWA is working to establish minimum maintained pavement marking retroreflectivity levels that would be incorporated into the Manual on Uniform Traffic Control Devices (MUTCD). This assessment of the economic impacts is part of the rulemaking package being made available for comment along with the Supplemental Notice of Proposed Amendment (SNPA) to the MUTCD. The analysis provides updated costs based on the revised proposal being presented in the SNPA for maintenance standards and guidance regarding pavement marking retroreflectivity. This analysis builds on an initial report from 2008 and a 2010 update that analyzed costs per the Notice of Proposed Amendment that was published in the Federal Register in April 2010. New information includes not only revisions per the revised standards and guidance in the SNPA, but also adds estimated costs for the implementation and briefly describes potential benefits.
