Abstract:The intention of this working paper is to provide researchers and policy analysts with as much information about estimating the effects of potential policy changes on usage of alternative truck configurations and on modal diversions as it is practical to assemble within a limited period of time. The first section of this paper contains an extended discussion of the ways in which size and weight policy affects vehicle usage and modal diversion. The second section provides a brief discussion of several areas requiring more investigation. The concluding section contains a bibliography of material relating to issues addressed in this report. Topics covered include: the effect of changes in truck size and weight regulations on vehicle configurations currently used for different hauls; the effect of those regulations on diversion between rail and truck; effect on ton-miles transported by truck; and effect on truck vehicle miles.
