Abstract:In April 1996, a proposal for the NY/NJ/CT metropolitan area was submitted by the Transportation Operations Coordinating Committee (TRANSCOM), in partnership with the New York State Department of Transportation (NYSDOT) and Lockheed Martin Federal Systems (LMFS), in response U.S. DOT’s ITS Model Deployment Initiative (MDI). After the proposal was selected for funding, negotiations between the public sector team and LMFS were conducted for approximately 11 months before being terminated. The objective of this study was to identify the factors that contributed to the inability of the private and public sector parties to execute a contract. This report summarizes the initial developments and expectations of the public and private sector participants in the NY/NJ/CT MDI, provides a chronology and overview of the negotiations process, discusses the contributing factors as identified by participants, and reviews the participants’ observations in terms of lessons learned and possible solutions that can be applied to future partnering endeavors. The report also summarizes the study team’s conclusions regarding the 11 key issues that led to the breakdown in negotiations, compares how other areas implementing ITS projects have addressed similar issues, provides recommendations for improving the ITS partnering process, and assesses whether the factors in the NY/NJ/CT MDI were new or old issues.
