To better manage and control traffic on freeway entrance and exit ramps, the Federal Highway Administration (FHWA) has developed a comprehensive technical reference providing specific guidance on how to develop, select, implement, operate, maintain and design ramp management strategies. This primer briefly introduces these and other pertinent issues that are addressed in the Ramp Management and Control Handbook.
