• Abstract:
  This document summarizes the results of a study to examine how road pricing was incorporated into long-range planning in four metropolitan planning organizations (MPOs), providing examples that could support other regions seeking to do the same. ; The four case study regions were selected by the Federal Highway Administration (FHWA) based on a previous study, A Domestic Scan of Congestion Pricing and Managed Lanes and represent places where road pricing has been included in long-range plans successfully: the Dallas/Fort Worth region, the Puget Sound region, the Minneapolis/ St. Paul region, and the San Francisco Bay area. Not surprisingly, the study of these four regions reveals that each is unique, with its own distinctive history of attitudes, jurisdictional relationships, and politics that influences how pricing is perceived.
