This White Paper documents the current state of the practice in the quality of traffic data generated by Intelligent Transportation Systems (ITS). The current state of the practice is viewed from the perspectives of both Operations and Planning personnel; the distinction between these two groups is that Operations personnel use the data primarily for real-time or near real-time applications (e.g. incident management, ramp metering) while Planning personnel use the data for applications that are not nearly as time sensitive (e.g. monitoring trends in travel monitoring).
