A comparison is made between the approaches used by the State of New Mexico, USA, and the Ministry of Communications, People's Republic of China, using applications of Systems Engineering for Transportation (SET) to a specific pavement performance problem. A comprehensive approach to transportation is clearly advantageous. However, projects are directly affected by the availability of the necessary information and personnel with skills required to properly execute the SET approach. Training of specialists in new areas is of great importance to facilitate a balanced consideration of all important aspects of a project.
