Abstract:The report presents results of interviews with State highway department personnel, field reconnaissance of pavements in 9 States and 9 case studies of selected pavements in the FHWA Regions. Problems with existing drainage design concepts and construction methods are pointed out, showing why many pavements are saturated with water for long periods of time each year. It is deduced that this saturation contributes to considerable shortening of pavement life. A new method of design is presented to take care of the infiltration of surface water. Inflow-outflow analyses and highway geometries are included in a procedure utilizing a two-layer graded filter to rapidly remove any water entering the structural layers.
